"how to systematically derive" - I may be misinterpreting what you're saying here, but perhaps you are taking the term "derive" too literally? You actually have to create (as in, use your expertise to construct) a set of more granular req.s that fits into the higher level context represented by SYS.2 and SYS.3 along with other considerations not specified there (like external standards, regulations, internal practices and constraints, etc.). Meaning, you can't necessarily mechanistically "derive" these from SYS.2 and SYS.3 alone. It's a creative process with some inherent messiness to it.
